General Project Plan. The General Project Plan describes the scope and goals of the Atlantic Yards Development.

Final Environmental Impact Statement (FEIS). The Empire State Development Corporation (ESDC) board of directors certified the Amended and Corrected FEIS, which addressed a number of comments inadvertently left out of the November 15 FEIS. The document is posted in its entirety on the ESDC website.

Draft Environmental Impact Statement and General Project Plan. On July 18, 2006, the ESDC board adopted the Atlantic Yards General Project Plan (GPP) and certified the Draft Environmental Impact Statement (DEIS). These actions represented the formal start of the public review process for this project. Public hearings were held in the fall, when the general public submitted comments on the proposed project.

Final Scope (1.2 KB). The Final Scope of Analysis for the Environmental Impact Statement (EIS) contains all comments relevant to the EIS received at the public scoping session on October 18, 2005, and in writing during the comment period held open until October 28, 2005. The Final Scope of Analysis reflects changes made to the program in response to public comments and as a result of the ongoing planning process for the proposed project. The project was reduced by 475,000 gross square feet and lost 231 feet, or 23 stories, in height. These reductions were made primarily in the market-rate housing component and did not affect the affordable or middle-income housing component. This document was released by the ESDC on March 31, 2006.

Draft Scope (1,120 KB). As part of the ESDC’s Environmental Impact Statement (EIS) approval process, the developer is required to provide a complete overview and analysis of the development to the public. This Scoping Document gives the public a complete view of the entire development. Residents can then submit objections or concerns to the ESDC, which the developer, in turn, must answer in what becomes the Draft EIS. The Draft Scoping Document was published in September and October 2005, and a public hearing was held on October 18, 2005. 

MOU, City and State (1,851 KB). This Memorandum of Understanding sets forth certain understandings and agreements among New York State Urban Development Corporation (d/b/a ESDC), New York City Economic Development Corporation (NYCEDC d/b/a EDC) and FCRC with respect to the design, development, construction and operations of the Atlantic Yards development site. This agreement was executed on February 18, 2005.

MOU, Site 5 
(3,162 KB). This Memorandum of Understanding sets forth certain understandings and agreements among the City of New York, the EDC, the ESDC and FCRC with respect to the design, development and construction of the defined development blocks: Atlantic Center (Block 2002, Lot 1) and Site 5 (the entirety of block 927, excluding the community garden parcel thereon, as currently configured). This agreement was executed on February 18, 2005.

MTA Letter Agreement
(4,152 KB). A Memorandum of Understanding that sets forth certain understandings and agreements between the Metropolitan Transportation Authority (MTA) and FCRC with respect to the MOU terms and conditions agreed upon between FCRC and the city and state, in regards to the design, development, construction and operations of the proposed Atlantic Yards. This agreement was signed on February 24, 2005.

MOU, ACORN Housing
(2,195 KB). This Memorandum of Understanding sets forth certain understandings and agreements between FCRC and the Association of Community Organizations for Reform Now (ACORN) in regards to the affordable housing component of the Atlantic Yards development. This memorandum was signed on May 17, 2005.

Community Benefits Agreement (CBA) (910 KB). A historic, legally binding document agreed upon by FCRC and eight community organizations. The CBA focuses on six main areas: job development, small-business contracting, affordable housing, education opportunities, community amenities and environmental assurances, and outlines FCRC’s assistance to area residents in the years leading up to the opening of the new buildings of Atlantic Yards. The CBA was signed on June 27, 2005.

MTA Bid Agreement (Winning Letter)
(3,612 KB). This document notifies FCRC of the MTA’s proposal to sell the Vanderbilt Yard property to FCRC for development in accordance with the FCRC proposal and other specified terms and conditions set forth in the document. The letter was sent on September 15, 2005.

Zimbalist Report 2005
(114 KB). Andrew Zimbalist, an independent expert, provides an analysis of the likely fiscal impact on the budgets of the City of New York and State of New York from the FCRC arena as well as commercial and community development at Atlantic Yards.

IBO - “Atlantic Yards: A Net Fiscal Benefit for the City?”
(133 KB). This study by the NYC Independent Budget Office (IBO) explores the Atlantic Yards plan’s fiscal implications for the city. The IBO's analysis focuses primarily on the impact of the arena and thus does not include the fiscal benefits of the entire project. This document was produced by the IBO in September 2005.
